No more reading online? - pdfs must now be downloaded

The PDFs I posted on my website used to be readable online by just clicking on their titles, but nowadays they can only be read after first having downloaded them. Has this become a universal standard of procedure or this was just done by my own provider as a virus-protection of the visitor of the website?

This is a combination of browser settings and possibly of firewall add-ons and other utilities. There are no universals in this.

That means that other visitors to my website may actually be able to read the stuff online?

Depending on their settings or lack thereof, yes. I have personally intentionally configured my browser to always download PDFs, as I've had unsavory experiences of 10MB PDFs trying to open in a browser window, effectively bringing the system to a momentary freeze.
